"All this was created without the federal government protecting us from the companies that were providing the service. "
Actually the internet was created by the government. I know all right-wingers are now 100% against the government ever since Obama won the election, just like you yelled at anyone who questioned the government before he won, but please get your history straight.
<a href="http://en.wikipedia.org/wiki/History_of_the_Internet" target="_blank" rel="nofollow">http://en.wikipedia.org/wiki/History_of_the_Inter...</a>

"The federal government not only will regulate prices"
No.

"It also will eliminate any control by service providers over the programs they run on their systems. "
No.

Net Neutrality has nothing to do with how much you get charged for your bandwidth. Net Neutrality is the idea that ISPs can't charge more to access content. If there is a 100kb website that is run by a competing company, Net Neutrality means that that 100kb gets the same treatment in the ISP's system as that ISP's own 100kb website. It also means that if Microsoft pays them a million dollars they can't just redirect everyone who types in google.com to bing. It's about freedom, so that the internet can be used the way people want to, rather than the way corporations want them to.

Wow, Expose Obama is posting some DUMB articles recently. Just because an article is against this administration does not mean it is a GOOD reason to be against Obama. I was PRO net-neutrality WAY before Obama was in office. This writer obviously has not a freakin' clue what net-neutrality is about. It has NOTHING to do with charging users for using more bandwidth. You can do that now and you can do that with net-neutrality IF it says it in the contract. HOWEVER when an ISP sells UNLIMITED Internet access at a certain speed it should be UNLIMITED. The point of net-neutrality is to make sure YOUTUBE downloads at the same speed as the ISP sponsored website because that ALLOWS fair competition. In addition did the author completely forget that most ISP's are government mandated monopolies in their local service areas? A government mandated monopoly can NEVER exist without regulation and oversight.
