<p>John Bryson, nominated by President Barack Obama today to head the  Department of Commerce, once said it was “incredibly important” that the  United States pass <a href="http://exposeobama.com/tag/cap-and-trade">cap and trade</a> legislation and that America needed to  become a global leader in combating man-made global warming.</p>
<p>“I regard it as incredibly important that the United States comes  forth in this year with federal climate change legislation as a  foundation for moving ahead,” Bryson told the UN International Energy  Conference in late August 2009. “I think we in the U.S. have an  obligation to assist in significant ways in providing leadership in this  community of nations that you represent and addressing energy and  climate change.”</p>
<p>&#8230;Bryson, a co-founder of the liberal environmentalist group Natural  Resources Defense Council, was most recently a member of the United  Nations’ Advisory Group on Energy and Climate Change, a panel of  scientific and industry experts tasked with providing advice on  combating global warming.</p>

<p>All federal agencies and private companies that deal with the U.S.  government must identify their vulnerabilities to the impacts of global  warming and develop a climate change adaptation plan, as per an  executive order quietly signed by President Obama.</p>
<p>The <a href="http://www.whitehouse.gov/the_press_office/President-Obama-signs-an-Executive-Order-Focused-on-Federal-Leadership-in-Environmental-Energy-and-Economic-Performance">order</a> was actually penned in the fall of 2009 but the president’s <a href="http://www.whitehouse.gov/administration/eop/ceq/initiatives/adaptation">Climate Change Adaptation Task Force</a> had to properly investigate the matter and come up with  recommendations. Now that the task force has developed a detailed plan  on climate proofing the government, yet another Obama advisory  committee, the Council on Environmental Quality, has issued instructions  on implementation.</p>
<p>Under the plan, every government agency must <a href="http://www.fedcenter.gov/Announcements/index.cfm?id=17351&amp;pge_id=1854">integrate climate change adaptation</a> into their planning, operations, policies and programs. That means they  must appoint a “climate change adaptation specialist,” participate in  climate adaptation workshops and educate every employee throughout the  year. All agencies must identify and analyze “climate vulnerabilities”  by spring of 2012 and execute an adaptation plan by the fall of 2012.</p>
<p>The training will  also be required at all private businesses that contract with the  government, including those that provide any sort of maintenance or  logistics.</p>

<p>Free speech has always been one of our most cherished rights. It has come under attack repeatedly by those who find it to be an inconvenient and unwanted obstacle to the attainment of their political goals. Sometimes, those in positions of power ignore the First Amendment and issue laws and regulations to silence their opponents. Other times, politicians or citizens work on an unofficial level, resorting to influence or intimidation to achieve censorship.</p>
<p>President John Adams signed the Sedition Act to criminalize “false, scandalous, and malicious writing” against the government or its officials. Americans didn’t like the federal government censoring expression or presuming to determine truth, so they canned Adams in the next election.</p>
<p>Abraham Lincoln jailed newspapermen whose comments on the Civil War were not to his liking.</p>
<p>In 1935, Franklin Roosevelt signed the National Labor Relations Act, effectively curtailing employers’ freedom to talk with their own employees about their company’s financial condition and the affordability of wages and benefits.</p>
<p>Both Roosevelt and Richard Nixon imposed various wage and price controls. Since prices are the language through which present value is communicated between potential buyers and sellers, they essentially banned a form of free economic speech.</p>
<p>The assault on free speech seems to have accelerated in recent years. Freelance censors on the Left have prevented dozens of conservatives from giving scheduled speeches on college campuses by shouts, chants, and even physical aggression.</p>

<p>It snowed again last week. A lot. Boy, am I sick of winter.</p>
<p>This   is because winter seems to get darker, colder and longer as I get    older. My winter colds seem to last longer and make me feel worse.</p>
<p>I   got a cold over Christmas and variations of it &#8212; sore throat,  hacking   &#8212; are just now beginning to subside. I feel like somebody  worked me   over with a baseball bat.</p>
<p>Just as I thought this winter would   never end, Mother Nature pulled a  prank on me. She gave us a warm   February day a little more than a week  ago. The sun burst through the   clouds &#8212; the snow melted in  Washington. It was 60 degrees!</p>
<p>I   jumped in my car and enjoyed a heavenly drive to Pittsburgh, where  it   was just as gorgeous. The next day also was sunny and warm there.</p>
<p>I was hoping the coldness and darkness of this lousy season had finally passed.</p>
<p>Then, alas, Pittsburgh got belted with a bunch of snow.</p>
<p>I was sitting in a coffee shop that day &#8212; the first day I wasn&#8217;t hacking constantly from the winter cold that wouldn&#8217;t go away.</p>
<p>I was so productive, I worked nonstop until 7 p.m. When I looked out the window, there it was.</p>
<p>Snow   was coming down fast and thick. Cars were stuck all over the  road. A   bus had spun sideways and blocked traffic. It took me 30  minutes to   drive one mile.</p>
<p>And so I read with interest a recent article in Scientific American, &#8220;Why Are Americans So Ill-Informed about Climate Change?&#8221;</p>
<p>Scientists   discussed this question at the annual meeting of the  American   Association for the Advancement of Science in Washington.</p>
<p>One   scientist asked a panel of journalists why the media cover climate    change as a controversy or debate, when, in fact, there&#8217;s a consensus    among many scientific organizations that human activity is causing  it.</p>
<p>In other words, the media are ginning up what should be a closed case and, therefore, are confusing the public&#8230;.</p>

<p>Less than a year after a U.S.  government report claimed global warming causes mental illness and  cancer, intelligence and health officials assert that it will also  create a national security threat by spreading disease among people and  animals&#8230;</p>
<p>How will this all  happen? Heat, humidity and rainfall caused by climate change will allow  mosquitoes, ticks, and other parasites and carriers of tropical and  subtropical disease to spread to areas where they didn’t previously  exist. This will infect populations that haven’t built up resistance to  them. These sorts of disease outbreaks can destabilize foreign countries  and developing nations as well as the U.S. economy not to mention the military&#8230;</p>
<p>As evidence, a story  published nationally this week reveals that malaria, cholera and other  diseases that weren’t previously detected in Asia and Africa are <a href="http://www.miamiherald.com/2011/01/10/2008632/climate-change-reveals-disease.html">“now being seen”</a> in those parts. Experts attribute this to climate change, according to the lengthy piece that quotes a variety of U.S. government sources. Global warming is also being blamed for the return of Dengue fever to the U.S. in 2009 after a 75-year absence.</p>
<p>These serious  threats are largely being ignored because of the “inattention paid to  the health risks of climate change,” according to an Obama  Administration official quoted in the story. Not only is there a gap in  surveillance to determine whether “vectors are changing,” there are  other “key uncertainties,” including how quickly climate change will  occur and where the impacts will be most pronounced.This alarming information comes straight from the senior global health security adviser for the National Intelligence Council.</p>
<p>Just last April the government released a <a href="http://www.niehs.nih.gov/health/docs/climatereport2010.pdf">report </a>saying  that global warming is one of the “most visible environmental concerns  of the 21st century” that could lead to a worldwide increase in mental  illness and cancer. Scientists from several agencies—including the  Centers for Disease Control and Prevention, the National Institute of  Environmental Health Science, the State Department and the Environmental  Protection Agency—determined that “higher ambient temperatures” caused  by global warming will increase cancer rates and catastrophic natural  disasters as the world warms will create stress and anxiety that lead to  mental illness&#8230;</p>

<p>As  UN negotiators attempt to lower the expectations bar on the  climate  change talks that kicked off yesterday in Cancun, keep your eye on  Todd  Stern, the Obama administration’s special climate change envoy and  the  U.S. government’s representative at the talks. Already he is  promising  U.N. officials that the U.S. will cut carbon emissions even  though  Congress never approved legislation and the American people are  against  any such measures.</p>

<p>Though  arguably the most powerful man on the planet, U.S. President  Barack  Obama heads to Copenhagen later this month wearing handcuffs. The   failure of Congress to pass domestic climate legislation has meant the   president has had to advance slowly, lest he get ahead of lawmakers in   the Capitol. After all according to the Constitution, international   treaties must be ratified by 67 &#8220;yes&#8221; votes in the Senate.</p>
<p>Also still fresh in everybody&#8217;s mind is the <a href="http://thomas.loc.gov/cgi-bin/bdquery/z?d105:SE00098:">95-0 vote</a> the Senate cast in opposition to US participation in the Kyoto Protocol, though that vote happened more than a decade ago.</p>
<p>But a working paper just posted at the <a href="http://www.law.columbia.edu/centers/climatechange" target="_blank">Center for Climate Change Law</a> at Columbia University&#8217;s law school takes a fresh look at the legal   basis of the president’s independent power to enter into internationally   binding commitments related to climate change, and it finds that the   president has broader powers than commonly recognized.</p>

<p align="left">He sees the EPA (Environmental Protection Agency) loss as a victory because they can now control CO2, fossil fuels, and the US economy. Frighteningly, it’s based on completely falsified science and is totally unnecessary. It’s what President Obama really meant when he talked about change. In a pre-election interview he revealed his true intention, “Under my plan of a cap-and-trade system, electricity rates would necessarily skyrocket.” EPA has launched the rocket with its economy-destroying warhead.</p>

<p align="left">The United States released a new draft report on climate change on Monday, one week before the expected unveiling of a compromise U.S. Senate bill that aims to curb heat-trapping greenhouse emissions.   <br />The report, a draft of the Fifth U.S. Climate Action Report that will be sent to the United Nations, says bluntly: &quot;Global warming is unequivocal and primarily human-induced &#8230; Global temperature has increased over the past 50 years. This observed increase is due primarily to human-induced emissions of heat-trapping gases.&quot;    <br />Without action to stop them, climate-warming greenhouse gas emissions will rise over 8,000 megatonnes by mid-century, the draft said. By adopting measures detailed in a bill passed last year by the U.S. House of Representatives, these emissions will drop beneath 2,000 megatonnes. They&#8217;re now about 6,500 megatonnes. The United Nations measures greenhouse gas emissions in megatonnes, or million metric tons.</p>
<p align="left">The effects of climate change are already evident, the draft said: warming air and oceans, vanishing mountain glaciers, thawing permafrost, signs of instability in the ice sheets of Greenland and Antarctica and rising sea levels.</p>
